The Downtown Plan

PLAN STATUS - Adopted. City Council adopted the Downtown Plan at their April 1 meeting. The City-County Planning Board endorsed the plan at a public hearing on Feburary 14. Downtown plans and policies for Winston-Salem have been established since the late 1990s and are updated approximately every five years.

The Downtown Winston-Salem Partnership, City-County planning staff,and representatives of downtown stakeholders have completed a draft of the 2013 Downtown Plan to guide future public policy decisions. 

The plan includes recommendations for several districts, such as the Arts District, Theatre District, Twin City Quarter, and the Wake Forest Innovation Quarter, in addition to the topical areas of economic investment, vibrancy, mobility and public investment. 

 

Boundaries of the Study Area

Beyond the districts that have historically identified Downtown Winston-Salem (the area bounded by Business 40, US 52, N. Martin Luther King Jr. Drive, and N. Broad Street), the plan will focus on supporting the ongoing redevelopment of the surrounding areas, which include: West End Historic District, Brookstown, West Salem, Old Salem, Winston-Salem State University, East Side Mixed Use, Liberty Street Corridor, the Martin Luther King Jr. Drive Corridor, South Marshall, Southwest Marshall, and North Winston.  

2013 Plan Recommendations

  • Conduct adaptive reuse of the Pepper Building, original RJ Reynolds tower and the historic Forsyth County Courthouse;
  • Complete enhancements to Benton Convention Center;
  • Support construction of new downtown Central Library;
  • Extension of Martin Luther King Jr. Drive west to Broad Street/Reynolda Road;
  • Complete Research Parkway and Salem Creek Connector construction;
  • Complete Urban Circulator Study and secure funding for first phase;
  • Continued construction of high-density residential developments;
  • Construct proposed Creative Corridors bridge enhancements;
  • Installation of directional/identification trailblazer signs at downtown entryways and other locales to assist vehicular traffic;
  • Explore possibility of a Downtown Business Improvement District, and;
  • Convert underutilized buildings to mixed-use with a signature ground-floor retailer.
