South Central Area Plan

PLAN STATUS - Adopted.  The City-County Planning Board held a public hearing and recommended adoption of the South Central Winston-Salem Area Plan in October 2002.  The Winston-Salem City Council adopted the plan in August 2003.

The City-County Planning Board staff, along with a Citizens’ Advisory Committee, drafted a Plan to guide future land use and public investment decisions in south central Winston-Salem.  The South Central Winston-Salem Area Plan includes recommendations for land use, transportation, community facilities, housing and community development, historic preservation, sense of community, environmental issues, and economic development.

Boundaries of the Study Area

The south central Winston-Salem Planning Area, as shown on the map to the left, encompasses approximately 2,550 acres.  The entire Planning Area is within the City’s zoning and planning jurisdiction.    

Plan Recommendations

  • Promoting a mix of development types and densities in order to facilitate walking, bicycling, and the use of public transportation
  • Developing appropriate neighborhood-scale nonresidential uses in areas already zoned for commercial development and in designated Activity Centers
  • Strengthening existing businesses and encouraging additional economic development
  • Protecting residential areas from inappropriate commercial and industrial encroachment
  • Promoting residential infill development
  • Promoting the expansion of institutions in the Planning Area in a manner compatible with surrounding neighborhoods
  • Developing the Parkway and West Salem Community Activity Centers (CACs)
  • Developing the Fourth/Burke, First/Hawthorne, West End, Brookstown/Marshall, Southeast Gateway, and Washington Park Neighborhood Activity Centers (NACs)
  • Consolidating industrial uses at existing locations in the Planning Area and converting some existing industrial uses in Mixed-Use Opportunity Areas
  • Developing four mixed-use opportunity sites: Peters Creek/First Street, Stadium Drive/City Yard, Southeast Gateway, and Sunnyside Mill
  • Providing sidewalks throughout the Planning Area
  • Continuing a high level of transit in the area
  • Making improvements to various roadways and interchanges, including the Peters Creek Parkway/First Street Area
  • Modifying existing roadways to safely accommodate bicycles and pedestrians
  • Expanding recreational opportunities and open space in the Planning Area
  • Expanding the greenway network in the area
  • Facilitating the development of affordable housing and increased homeownership in the area
  • Creating community gateways in the Planning Area
  • Pursuing the nomination of West Salem for listing on the National Register of Historic Places
  • Encouraging preservation of historic structures through zoning initiatives such as the adoption of neighborhood conservation overlay and historic overlay districts and through working with the Historic Resources Commission to expand the number of local landmark properties in the area
  • Protecting water quality in the Planning Area
