Union Cross/Southeast Forsyth County Area Plan

PLAN STATUS - Adopted.  The City-County Planning Board held a public hearing and recommended adoption of the Union Cross/Southeast Forsyth County Area Plan in June 2003.  The Winston-Salem City Council adopted the plan in March 2004, and the Forsyth County Commissioners adopted the plan in January 2004.

The City-County Planning Board staff, along with a Citizens’ Advisory Committee, drafted a Plan to guide future land use and public investment decisions in the Union Cross area and Southeastern Forsyth County.  The Union Cross/Southeast Forsyth County Area Plan includes recommendations for land use, transportation, community facilities, historic preservation, environmental protection, economic development, and rural character.

Currently, the Heart of the Triad (HOT) study is underway.  The HOT boundaries overlap the Union Cross/Southeast Forsyth County Planning Area in the northeast portion of the Planning Area.

Boundaries of the Study Area

The Union Cross/Southeast Forsyth County Planning Area, as shown on the map to the left, encompasses approximately 16,000 acres.  Portions of this area are within the jurisdictions of Winston-Salem, Kernersville, High Point, and Forsyth County. 

Plan Recommendations

  • Encouraging the donation of agricultural conservation easements and promoting the County’s present use taxation program
  • Collaborating with the American Farmland Trust
  • Establishing a voluntary agricultural district ordinance for Forsyth County
  • Encouraging the development of Traditional Neighborhood Development projects in and around all Activity Centers
  • Ensuring attractive visual and noise screening elements along highways
  • Supporting construction of a modified Ogden School Road Extension from Ogden School Road east to Bunker Hill/Sandy Ridge Roads
  • Investigating the possibility of designated truck routes on roads throughout the Planning Area
  • Encouraging the Metro Activity Center site as a node for public transportation
  • Providing and encouraging the use of park and ride lots
  • Maintaining continued use of land for hunting and target shooting in the Planning Area
  • Promoting the preservation and adaptive reuse of historic resources and incorporating historic structures into the design of new developments
  • Preserving the historic character of residential properties when converting them to commercial uses
  • Supporting the creation of business parks with design guidelines at specific locations in the Planning Area
  • Locating community facilities at MACs, CACs, and NACs, where appropriate
  • Establishing design standards for Activity Centers to maintain a sense of place
  • Ensuring adequate school, fire, police, and library service in the Planning Area
  • Encouraging rural conservation subdivisions in areas located outside Activity Centers
  • Preserving natural drainage features and maintaining water quality in the Planning Area
  • Revising the existing sign ordinance to reduce the size and scale of on-premises commercial signs
  • Updating the County’s inventory of historic and archaeological resources within the Planning Area
  • Completing a feasibility study of a proposed regional trail between southeast Forsyth County and High Point along the West Fork of the Deep River
